Being a science fiction writer this is exactly what I imagine when the devastating effects of climate change hit. All governments except for a few will be controlled by a wealthy elite. After having destroyed the environment, they're the ones who will survive by building a series of technologically and scientifically advanced cities underground, where they control who gets in and everything which goes on inside them. (According to you they've started already).

An Orwellian society of a kind. I got goosebumps when I read this. Of course there are a few tech billionaires in my books like Gates, who has been buying up a lot of the agricultural land in the US, who establish their own more democratic survival pods outside of these cities. And then of course the exo-planetary crew.

No as you can guess we're not at the top of the food chain! There are the good, the bad and the ugly out there surveying us regularly. Based on Lu Elizondo's revelations and other in the US military just like him, they're involved in some way in this game of wack.a mole!
