I have read many of the same books as you have. I also read extensively in the field of theoretical physics. In that way I can try and piece this puzzle together. If theoretical physics is on the right path then all things are possible.
I very much enjoyed your information on the Eisenhower meetings. I write science fiction and one of the scenes in my last book involves that meeting. For me it lives in the land of myths - but so does the Bible. All are in the possible and probable, but within the material realm in which we operate we only have bits and pieces of empirical evidence.
Abduction stories are much more hefty and I am intrigued by them. The questions has always been if we create our own objective reality (double slit experiment) then what is reality ? How does consensus based objective reality happen?
Clearly the brain and DNA are the primary mechanisms for receiving it - machinery - then does it all come out of Spiritus Mundi - the greater/communal unconscious as Yeats called it.

Anyway as for who is in charge, I have no idea! I suspect just like us there are warring factions - the good, the bad and the ugly. Seems to be the fabric of our conscious universe no matter what advanced scientific and technological level intelligences are operating in it with us!
