Before we introduce a futuristic prison system like the one you describe, we need to understand that poverty, lack of resources, inequality and poor education cause crime.

I fear our technology is superseding our ability to create and manage a society in which we offer a decent minimum wage, proper housing and healthcare to our citizens.

Only when we've managed to do that does what you describe make sense.
